Here is the reason why Japan gets extra tracks: From metafilter.com
According to a friend who runs a small record label that occasionally does business in Japan: it's because it is invariably cheaper for Japanese buyers to import CDs rather than purchase them in their local record store. The extra tracks are there to provide an incentive for buying the domestic version. Without the extra tracks, Japanese retailers are reluctant to sell the CDs knowing that a large portion of the potential purchasers will simply be importing the product.

Just look at the prices on CD Japan: US Import Deluxe Version ¥1883, while the one we are buying is ¥2200 Similarly at hmv.co.jp the European Deluxe Version is ¥1743, while the Japanese version costs ¥2376. This is to buy the album in Japan. Imagine walking into your local record store and they have the same exact album for sale, but the import costs 20-30% less; which one are you buying? The Japanese bonus tracks are made to entice the Japanese record buying public to purchase the more expensive domestic product. The fact that these editions end up being sought after by fans of the bands from outside markets is more of a happy residual effect than a design feature.

For anyone curious, I ordered from CDJapan, with normal Air Mail (no signature required. Never know what schedule my wife and I will be on, can't guarantee we'll be there to sign), and the total was about $25. Shipping to Ohio.

This raises the question why the japanese CD's are so expensive. They could also lower the price so they wouldn't need to include an extra track.
