Maybe it's a bit cheating but as I agree with Derek's 5 rare items I want to add some to that list:
- Lay Lady Lay (Italian 12" and Italian cds, I think more rare than the Spanish promo cds) - Girls On Film (Colombian promo 12" on green translucent vinyl) - Duran Duran Story (Japanese promo LP, 2 on Ebay now for USD 1.000 and USD 1.200) - The Reflex and The Wild Boys (Belgian promo remix cds in the Greatest sleeves)
I will have to think about items that are not rare anymore...

I think we have to distinguish between "rare" and "overpriced". It's all subjective to what we consider rare. Thing is, if you see enough of an item, then it's not rare. The online record stores aren't a good way to get a sense of this. A good way gauge the frequency of an item - that's shown up on Ebay (naturally) - is either having a look at popsike or collectorsfrenzy to see what's popped up. So, here are my five items that I consider rare with the condition that they've shown up 5x or less over the past 5 or 6 years on Ebay:
1. White Lines (Funkmaster Flex Mix promo CD). 2. Arena (Colombian grey vinyl) - in the past couple of years, I think this has shown up twice on Ebay. 3. Anyone Out there (Brazil 7" in custom sleeve) - this 7" is not to be confused with the other Brazilian 7" that comes in the EMI custom sleeve - this particular record has shown up 10x over the past 5 years with an average selling price of $82. 4. Girls On Film (Colombian clear vinyl). 5. Duran Duran Story (Japanese promo LP) / View To A Kill (Uruguay 7") (TIE) - both items have shown up 5x in the past 6 years.
What follows are items that I feel should be a bit more reasonable in price and are not so rare (due to their frequency and / or availability as MP3 either through trading and / or being available officially on iTunes or other online stores that sell mp3 / flac / wav files). I've used popsike and collectorsfrenzy to add a bit more info on my choices:
1. El Diablo by Arcadia - In the past 8 years this item has shown up 10 times - the highest price being $400 and the lowest $67. Extrapolating the $400 (which is just ludicrous), you're looking at an average price of $118. Granted you don't see this come up too often, but 10x in 8 years is quite a bit.
2. Say the Word U.S. promo 12" - Not quite as rare as it once was thanks to Ebay and online stores, not to mention showing up on bootleg compilations, in the past 10 years it has sold 10 times on Ebay - average price $97.
3. Duran Goes Dutch - This item shouldn't cost much because 1) it's the 2nd CD in the Japanese 2xCD of Big Thing and 2) it was finally made commercially available in the U.S., UK and Europe on the 2010 remaster / reissue of Notorious. Not only that, but the vinyl was also bootlegged as well (with similar artwork). The highest price it's gone for has been $224, but that was because it had been autographed. That price is an extreme for that item and taking away the fact it'd been autographed, the next highest price was $85 - so taking that into consideration (and not including the one that went for $224), this record has sold on Ebay for an average price of $56 (high $85 - low $26). Now, bear in mind that some of the copies sold were a mixture of official and bootleg versions.
4. Planet Earth U.S. promo 12" - Unless this record is still sealed, this really shouldn't be fetching more than $25, but it does. In the past 8 years it's sold on Ebay 29x with an average price of $57 - the highest being $185 (because it was signed) and the lowest being $26. Because the autographed copy skewed the average, that one has to be taken out of the mix. By doing that, it only knocks a few dollars off the average (it'd be $53). It probably commands the price it does because it was pressed 33 years ago and it's a promo.
5. Planet Earth French 12" - Like the U.S. promo 12", this has shown up quite a few times as well and still commands a high price. Average for this item is about $50.
One thing I forgot to mention in the original posting is that pretty much any 7" or 12" from some of the Latin / South American countries (like Bolivia, Guatemala - countries you wouldn't think the 7" / 12" would be pressed in) can be considered rare.

Don't really agree with your opion that Duran Goes Dutch shouldn't cost much because it's commercially available on cd. A collector doesn't really care about that, he wants to own the record because it is issued on vinyl and has a unique cover. That's why I bought a copy even though I already owned the Japanes Big Thing. I like the record so much more as an individual piece than the BT cd or the re-issue of Notorious in cd. So something being easily available doesn't have to mean it will be less expensive.
I think that, as with a lot of other records, we are now at a point were the avid collectors have bought most things of their wants list (sometimes paying "too much" because we really want to own a copy). This takes away demand for the records and the prices are as a result bottoming out.
