I've just found the picture they used for figures Mmmmm... Well, other than that, in the photo you've identified -
- John's missing the headscarf & is wearing the wrong colour shirt... - Simon's missing the headscarf... - & Andy's missing the polka dot bandana/scarf, his hair's parted to the wrong side & looks to be the wrong colour (compare, for example, the Japanese GOF & HLTW 7"s).
So, whilst i can't immediately see one photo that has everything exact for all of them at the same time, since there are other photos out there which match all of the elements for each of them then either there's another photo that i can't immediately locate or it's an amalgamation of several photos from the time. Yeah, if it's a single image then it's probably one from a Michael Putland shoot, as there's a load of clothing alts for them - but don't quote me on that... ...whereas the image you've picked out looks to be one of the Lynn Goldsmith photos - as that matches both the clothing & Andy's alt hair colour.

if i had to guess, i would suspect it's a composite group 'look' from a couple of different images, as i can't immediately see anything with John wearing that leopard print head scarf outside of being in the US in June 81...
...but elements like Andy's scarf are from a later Michael Putland shoot in London.

...though, just to nit pick, the photo you've identified of John in NYC doesn't appear to have him wearing the red sash - so atm either we're missing a photo or his figure is a composite look from 2 images to get both the leopard print headscarf & the red scarf around his waist.
Not that it matters hugely though, as i think we're in agreement that it's a composite 'look' - & they (whoever 'they' might be) could well have used 1000s of different photos as reference points to decide on the details.

To be *really* nit picky, Nick's shoes in the Lynn Goldsmith photos are brown aren't they(?) - but i'd expect that it would have been altered as a stylistic choice, as opposed to drawing from an alt photo.

He is actually wearing the red scarf around his waist, it is only overlaid by the "getty" label. He is actually wearing the red scarf around his waist, it is only overlaid by the "getty" label. See also here: You're absolutely correct Ansgar - my mistake.
