IN the public school in which I used to teach, we often had silent lunches -- mostly because many of the teachers were on their lunch break as well. Only a few of us actually ate with our students. For me, it was because lunch was a class -- I was teaching daily living skills. The other kids would be screaming sometimes and some of the lunch monitors would blow whistles to get them to settle down -- usually right in front of my table and into my students' hearing aids -- which hurts like hell if you have any functional hearing and are wearing amplification and freaks you out if you are totally blind (I taught students with deaf-blindness). I had some not-so-nice words when one of the teachers blew the whistle three times in front of our table, despite my nicer warnings not to do so... And he blew the damned thing while standing next to one of my little hard-of-hearing blind guys who was wearing hearing aids for the first time. Needless to say, the kid yanked the suckers out and refused to wear them the rest of the day...

Wow, before I even started to read the comments, I knew the Catholic school bashing would be there. Surprise, surprise! Catholic school doing it for control, blah, blah, blah? Please! My children went to a public school that has this silent lunch stuff. It's like a concentration camp. I was pissed as were many other parents. The reasoning behind it? Kids needed to eat their lunch. Teachers/aides are constantly walking the rows. If a kids not eating, you nicely ask them to. Der. I do this all the time when I sub. I could understand a small time frame of being quiet to make sure they eat, but it's lunch time so don't have the same expectations as the classroom. Let them unwind a bit. You are going to find good public, private, etc. schools anywhere. And, you are going to find stupid ones. But saying all are one way because they are public, Catholic, Lutheran, or whatever - is being moronic. I bet if the "Catholic" school wasn't mentioned people would be focusing on the REAL issue - the mandatory silence. *hops off my soap box* edited to condense my rambling...
